Office Depot

When Office Depot needed to build a new 15,565-square-foot store in Texarkana, Texas, on a tight time frame, they chose Confluent Development. Office Depot had only eight months remaining on an existing lease and needed to downsize and relocate the store to an area that would better serve its needs. Working with general contractor, Confluent prepared and submitted a budget for Office Depot’s review and approval.

Office Depot awarded Confluent the project and Confluent immediately engaged in contract discussions with the landowner. Confluent executed a purchase and sale contract with the seller, executed a lease and was able to create full plans for submittal to the City of Texarkana for review. During the entitlement process, Confluent identified an unrecorded encroachment by the adjacent landowner.

From the initial meeting with the City of Texarkana to receipt of final permits, the entitlement period was 81 days and the total ground-up construction schedule from ground breaking to delivery was 88 days. Office Depot opened the store in July 2013, as scheduled. From the day Confluent received the project, the total development process spanned 198 days, the fastest store delivery in the more than 20 years that Rosalie Ferran, Senior Real Estate Director, has been with Office Depot.
